We see in several places throughout Jeremiah and Psalms that God only ever intends for judgement to be temporary. For example, in Jeremiah 16:14-15, he explicitly talks about how the judgement will be harsh (piles of dead bodies) but that the restoration would be greater than that of the deliverance from Israel. He clearly hates judgement but most find is guilty. It is the wage of sin.
